Public Service Xcellence

Harnessing the Potential of Public Value Delivery

SITUATION

Conditions we Are Confronted With

Public Service today faces enormous challenges which place high demands on

collaboration and organisation.

  1. 1
Highly demanding interplay between politics and administration; especially with regard to coordination in committees
  2. 2
Growing and changing demands of citizens, e.g. on communication with new media or participation in participatory processes
  3. 3
Unclear allocation of tasks, competences and control functions, which lead to considerable additional coordination and clarification efforts (especially in the cross-sectional areas of finance, communication, IT, human resources)
  4. 4
Heavy involvement in day-to-day business makes it difficult for policy-makers to focus on political leadership and needs of the population

An important task in Public Service is to develop and position the administrations and bodies in such a way that the services for citizens and customers are adapted to new requirements and increased complexity and can be offered efficiently and sustainably in the long term. This is only possible if an effective interaction between politics and administration and thus the structure of the organisation can be continuously aligned to the new challenges and a constant learning and development cycle can be established. A networked architecture is established. Cooperation is coordinated with each other. Together we create more added value and focus on the political and strategic goals. "Gärtlidendenken" gives way to joint effectiveness.
